Tackling the ‘Shadow Employer’ Role:  The Next Steps Launch of Community Sector Employers’ Report

Increasing interventions by government funders in the internal management of community and voluntary sector is one of the major problems facing organisations at the moment. These inappropriate interventions also pose a growing threat to the independence of the sector.

Community Sector Employers' Forum (CSEF) 'Shadow Employer' project has carried out research on the problems this causes through focus groups with community and voluntary organisations and interviews with government officials. CSEF has also received a barrister's Opinion on the 'shadow employer' role.

The launch of the Report of the 'Shadow Employer' Project will provide a key opportunity to consider how community and voluntary sector employers can use the research to engage with government funders in order to tackle the problems. The overall aim of the project is to develop appropriate boundaries between the government funders and employers in the sector.

Barrister Ciara Kennedy will present the key findings of her Opinion at the launch.

The event is open to all community and voluntary organisations.

CSEF's AGM will take place at 10 a.m. before the launch
