Report Launch: Pensions Auto-enrolment from a gender and care lens

In Ireland, the Gender Pension Gap – the gap in pension income between men and women – is around 35%, while the gender pay gap is only 10%. Gender inequalities are often exacerbated in older age, by a combination of inequalities in employment histories (such as the gender pay gap, which though lower is still too high), and the fact that women disproportionately undertake unpaid care and support work in our homes and communities.
Auto-enrolment, due to be rolled out in September 2025, is the biggest reform to the Irish pension system since the 1960s, aiming to expand occupational pension coverage. This Report examines how this new scheme will impact on these gender and care inequalities, and whether it is likely to exacerbate them further. It also examines the underlying structure of our pension system whether other reforms, such as the implementation of a Universal Pension, would have a greater impact in tackling gender and care inequalities.
This Report has been prepared for the National Women’s Council by Oisín Gilmore of TASC, and he will present at the launch alongside a panel of experts.
