The National Women's Council is calling for a report recommending a massive cut to child benefit to be published in full.
The Children's Minister has tried to allay fears about the recommendation of an advisory group which has mooted a reduction of up to €100 per month per child.
Frances Fitzgerald is adamant the report has not been considered by Cabinet.
But Orla O'Connor, director of the National Women's Council, says even the minimum recommended cut of €40 per month is "outrageous".
